Several utilities in the state of Arizona offer rebates for commercial and residential electric vehicle (EV) charging, including Arizona Public Service (APS), Salt River Project (SRP), and Arizona Tuscon Electric Power (TEP). Commercial and residential EV charging station installations can also save even more through a federal tax credit. 


EV Charging in Arizona

According to the U.S. Department of Energy’s Alternative Fuels Data Center, Arizona has 28,770 registered electric vehicles, the seventh-highest rank in the U.S. 

Arizona is home to three electric vehicle manufacturers – Lucid, Nikola, and Electra Meccanica. Green Motors. Inc., a company that converts vehicles to electric for sale is based in Arizona. Zero Electric Vehicles, a car electrification kit company, is also based in Arizona. 

The City of Phoenix has a goal of 30% of new car sales to be EVs by 2030. The city had formed an Electric Vehicle Ad Hoc Committee, dedicated to looking at implementation challenges and access issues in relation to EVs. The city has also hired an EV program manager, who is dedicated to promoting the growth of EV adoption in Phoenix.

To support the growth of EV adoption in the Grand Canyon State, its EV infrastructure needs to accelerate as well. Residents and companies can contribute to their local community and be a part of the solution to the growing issue of the lack of EV charging stations by installing EV charging stations on their properties. At the same time, or as an added bonus, residents and businesses benefit from owning EV charging stations.

Charging at home with a residential EV charging station is more convenient, cost-effective, and safer than charging elsewhere. Residents with home EV charging stations also alleviate their range anxiety, the fear one will not enough charge in the EV car battery and become stranded.

On the commercial side, EV charging stations are most beneficial for multifamily properties and workplaces. Multifamily units with EV charging stations attract and retain more tenants and increase their property values. Workplaces attract and retain employees, meet their sustainability goals, boost the company’s public image, and have an opportunity to collect an additional source of revenue through charging fees.

Arizona Public Service APS EV Charging Rebates

APS offers rebates for workplace charging, fleet vehicles, and multifamily communities through their Take Charge AZ program.

In the Workplace Charging pilot program, APS will purchase two charging stations with two plugs each, install the necessary equipment to provide power to the charging stations, establish a dedicated APS account for tracking and billing the energy used by the chargers, provide routine maintenance, respond to issues that may arise, and help educate staff and customer EV drivers on why they should charge during the middle of the day.

Customers who participate in the program will only be responsible for the energy costs related to the chargers. 

Sites that already have chargers will not be considered. 

 

In the Fleet Charging pilot program, APS will purchase four stations with one plug each, install the necessary equipment to provide power to the charging stations, establish a dedicated APS account for tracking and billing the energy used by the chargers, provide routine maintenance, respond to issues that may arise, and help educate staff and customers on the benefits of charging fleet vehicles during off-peak hours.

Customers who participate in the program will only be responsible for the energy costs related to the chargers. 

Sites that already have chargers will not be considered. 

In the Multifamilies Communities pilot program, APS will purchase two EV charging stations with two plugs each,  establish a dedicated APS account for tracking and billing the energy used by the chargers, provide routine maintenance, respond to issues that may arise, and help educate residents on the benefits of charging EVs during the middle of the day. 

Communities that already have chargers will not be considered. 

Funding is limited and not all interested parties that qualify will be selected to participate. Customers can elect to use APS-specified chargers at no cost, or choose non-specified chargers by being responsible for the price difference.

APS owns the chargers and the infrastructure for the first five years, after which the customer can either assume ownership or remove them. 

Salt River Project SRP EV Charging Rebates

The Salt River Project (SRP) offers multiple electrification rebates in a huge push for EV adoption.

In their Truck Refrigeration Unit Plus program, they offer $1,000 per 480-volt plug installed for an electric standby truck refrigeration unit. Installation must happen within the program year, 

In their Medium-/Heavy-Duty On-Or Off-Road Electric Vehicle Infrastructure pilot program, Rebates are $0.10/kWh of estimated annual first year’s energy usage. This rebate is meant to be a supplement to the electric vehicle charging rebate. Limited funds are available. 

The Business Electric Vehicle Charger Rebate program offers $1500 per plug for networked Level 2 charging stations. Chosen EV chargers can have up to four plugs on a single pedestal. This would mean a rebate would be $6,000 for the single pedestal charger ($1,500 x 4). Government, non-profit, and school customers can receive $4000 per port.

Incentives are capped at 50 charging ports per customer, per year. 

The customer is responsible for procuring and maintaining the equipment. 

Chargers must comply with hardware and software requirements, including SAE J1772 compliant connector, and be capable of receiving an OpenADR 2.0b signal.

Equipment needs to be purchased and installed by 4/30/2022. The program runs through 7/31/2022.

The Truck Stop and Truck Fleet Charging Bays program offers $1,000 per bay for medium- and heavy-duty chargers, up to a maximum of $50,000 per customer. This $50,000 cap also counts towards the $300,000 cap for all other programs, such as lighting. Equipment needs to be purchased and installed by 4/30/2022. The customer is responsible for procuring and maintaining the equipment. The program runs through 7/31/2022.

Tucson Electric Power TEP EV Charging Rebates

TEP’s Smart EV Charging program offers incentives for the workplace, multi-family, and non-profit customers that install Level 2 and DC Fast-Charging charging stations (DCFC) at their facility. For Level 2 chargers, workplaces are eligible for $4500/port (up to 75% of the project cost), and multi-families and non-profits are eligible for $6000/port (up to a maximum of 85% of the project costs). For DCFC’s, eligible customers can receive $24,000/port, up to 75% of the project cost. If the facility is located in a disadvantaged community, the incentive increases by roughly 33%. Customers must install two to five ports, where six or more ports will be evaluated on an individual basis. EV chargers must be selected from a TEP pre-approved list and will be owned by the customer upon installation.

TEP also offers residential EV charging rebates. TEP residential customers who purchase a networked or non-networked Level 2 or DC Fast chargers can receive a rebate of up to $500. 

The rebate is based on the amperage of the EV charging equipment and is as follows:

  • $200 for less than 30 amps
  • $3000 for 30 to 49 amps
  • $500 for 50 or more amps

The rebate will be credited to the customer’s TEP account. Only one rebate is allowed for each EV charger purchased.

Federal EV Charging Rebate – The Alternative Fuel Infrastructure Tax Credit – Commercial and Residential

The federal government offers a tax credit for EV charging stations known as the Alternative Fuel Infrastructure Tax Credit that covers equipment and installation costs. Commercial EV chargers, infrastructure, and installation costs can receive a tax credit of up to 30%, or up to $30,000. Residential installation can receive a credit of up to $1,000. 

The federal tax credit was extended through December 31, 2021. The tax credit is retroactive and you can apply for installations made from as far back as 2017. 

Incentives, rebates, and tax credits can be combined and used for multiple money-saving opportunities. 


How to apply for EV charging rebates in Arizona

The process to apply for the available rebates in Arizona depends on if you meet the eligibility requirements of your chosen program and the type of rebate you are applying for. Most programs require you to buy the chargers and know the specifications of the EV charging equipment you’re installing.
